My evaluation comes from my own biases, which boil down to: play the sort of cards and decks that lets everyone at the table have a chance to breathe, play Commander, and have at least a decent chance to do the thing that their deck wants to do
While this card can serve as a costly removal tool for pesky Creatures that would otherwise have too much toughness to touch, Crackle with Power is most often deployed as a way to deal burn damage straight to opponents
Because two colors almost cant interact with them at all, and the general sense is that enchantments arent that big of a concern, many decks dont have the ability to interact with them profitably
It can draw cards, tutor key combo pieces, protect its board, double tokens, Stax out opponents, and even turn the smallest advantages into bona fide win conditions
That means it requires two creatures to be blocked and is already an incredibly powerful first-turn drop for aggressive/combo heavy decks
