Ive found that this card plays well in Rule of Law strategies that have a high number of creatures, as you wont mind taking a turn off from casting a single spell to level this up

To address the rad-elephant in the room, the rules of mutate itself just didn't map well to the creation of mutants in Fallout humans as well as animals (non-humans) experience mutation

No decks need it, nor even auto include it, but it is pretty playable in most decks

Even on the low end, the prices on these Avatar chase cards are pretty impressive
